To obtain crane operator certification through the NCCCO, each candidate must pass a written core exam and at least one specialty exam. Additionally, candidates must pass a hands-on practical exam within 12 months of passing the written portions.

The written core exam includes 90 multiple choice questions. The Mobile Crane Operator Written Examination consists of a Core Examination in crane operation and up to four crane Specialty Examinations. Certification requires competency in both the Core and one or more Specialty designation(s).

The Core Examination has 90 multiple-choice questions. Candidates are allowed 90 minutes to complete the Core Examination. Each Specialty Examinations consists of 26 multiple-choice questions. Candidates are allowed 60 minutes to complete each Specialty Examination.

All candidates are required to take the Core Examination, regardless of the Specialty(s) in which they wish to be certified. Each of the specialty exams includes 26 questions. All questions on both the core and specialty exams are given in a multiple choice format.

(NCT’s exam preparation is unique and prepares the candidates by giving them multiple practice exams, which are harder than the actual NCCCO exams.)

Proposed Rules to remove the capacity requirements for operator certification. The OSHA Operator certification requirement rule 1926.1427, 2014 is still in effect and is required to comply by November 2018

Thecertification processensures that an operator has demonstrated a core knowledge set of the principles of cranes and crane operations, OSHA regulations, and ASME standards requirements has successfully demonstrated both knowledge and the physical skill set to operate a type of crane.

Based on OSHA’s previous rulemakings, OSHA estimates that 71,700 crane operators do not yet possess a type of crane certification. Although the 2014 FEA estimated a gradual decline over time of the number of such operators (an estimate of 61,474 in 2016, the 2017 extension estimated that the 71,700 operators were not yet in compliance and would not be for much of 2017 and 2018 leading up to thenew 2018 deadline.

1926.1427 Operator training, certification, and evaluation.The employer must ensure that each operator is trained, certified/ licensed, and evaluated in accordance with this section before operating any equipment covered under subpart CC, except for the equipment listed in paragraph (2)a of this section. An employee who has not been certified/licensed and evaluated to operate assigned equipment in accordance with this section may only operate the equipment as anoperator-in-trainingunder supervision in accordance with the requirements of paragraph (b) of this section.

Exceptions. Operator certification/ licensing and trainingunder this section is not required for operators of derricks (see § 1926.1436), side-boom cranes (see § 1926.1440), or equipment with a maximum manufacturer-rated hoisting/ lifting capacity of 2,000 pounds or less (see § 1926.1441). Note: The training requirements in those other sections continue to apply (for the training requirement for operators of side-boom cranes, follow section 1926.1430.

Operator certification and licensing. The employer must ensure that each operator is certified or licensed to operate the equipment as follows: Licensing. When astate or local governmentissues operator licenses for equipment covered under subpart CC, the equipment operator must be licensed by that government entity for operation of equipment within that entity’s jurisdiction if that government licensing program meets the following requirements. The requirements for obtaining the license include an assessment, bywritten and practical tests, of the operator-applicant regarding, at a minimum, the knowledge, and skills.
