Emissions Requirements

When the vehicle is 7-years-old, vehicles must pass an emissions inspection in order to be registered in Boulder County. Testing is required when a vehicle changes ownership in their 7th model year or later (even if there is time left on the previous test, 2015 vehicles in 2021) and for registration renewal, if indicated on the renewal notice. Please consult Gas and Diesel Emissions pages links to the right.

The following vehicle types do not require emissions testing:

  • Motorcycles
  • All-electric vehicles
  • Gas-fueled or hybrid vehicles within the first seven model years
  • Diesel-fueled vehicles with GVWR under 26,000 pounds are exempt for the first four model years
  • Diesel-fueled vehicles with GVWR 26,000 pounds or more are exempt for the first six model years
  • Vehicles 1975 and older with collector plates
  • Kit cars
  • Horseless carriages
  • Vehicles registered as farm trucks
  • Vehicles registered as street rods

Certain areas in Colorado require vehicle emissions tests. These tests are conducted to ensure that state roads remain free of polluters.

Colorado's Division of Motor Vehicles requires that vehicles registered in the following counties be regularly smog tested: Boulder, Broomfield, Denver, Douglas, Jefferson, and parts of Adams and Arapahoe Counties. Specific requirements are listed on the Colorado DMV Website.

If you are selling a vehicle, you will be required to test emissions and present a new passing certificate to the buyer at the time of sale. Emissions tests are also necessary if the vehicle concerned is registered outside one of the designated counties, but used to commute there for work or school. There are also special tests necessary for diesel vehicles. Cars using alternative fuel power (electric power and, in some cases, gas power) are exempt from the testing requirement.

The cost for an emissions test varies according to the age and type of vehicle concerned, but usually runs between $15 and $25. Vehicles categorized as street rods, horseless carriages, collector series, and farm vehicles are also exempt from testing requirements.

    As a convenience for motorists, Air Care Colorado maintains real-time estimates of the expected wait at each inspection facility. The current wait times are listed on the maps page on this website.

    LOW PROFILE RIMS & OVERSIZED TIRES - Please note that front-wheel and all-wheel drive vehicles with low-profile rim sizes 17-inches-or-larger in diameter or vehicles with wheel sizes larger than 34 inches must be tested on special dynamometers capable of testing vehicles with these unusual features. Please take your vehicle to the Sheridan, Boulder, Ken Caryl or Fort Collins stations for inspection. These are the only stations in the program area equipped with specialized dynamometers that can test these vehicles.

    Avoid waiting. Currently, due to the COVID-19 related station closures, all open stations are extremely busy. Mondays all day and early mornings are the busiest times. Mid to late afternoons are the least busy times. High volume times to always avoid are Mondays, the first business day after ANY holiday, and the last few days of the month.

    While testing procedures were modified to speed the testing process and minimize close personal contact, we are beginning to go back to the normal testing process. Safety is still our top priority and we are doing all we can to ensure a safe environment for all. Our emissions inspectors are committed to keeping everyone as safe as possible. We request that you do not visit if you are feeling ill, wear a mask if possible, and continue to socially distance in public station areas. If you are wearing a mask, you may request that your inspector wear a mask as well.

    *Vehicles model year 1976 or newer that have been registered as a "collector's item" prior to September 1, 2009, and the registration has never lapsed or expired or had a change of ownership.

    • 1982-and-newer vehicles: An emissions test is required every two years for vehicles more than seven model years old. Your vehicle registration renewal postcard will state whether or not a test is required, or if your vehicle has qualified for the roadside emissions test. The fee is $25.
    •  1981-and-older vehicles without collector plates: A two-speed idle test is required every year at an Air Care Colorado station or at an independent, licensed test station. The fee is $15.
    • Change of ownership: An emissions test is required when a vehicle is sold or its ownership changes. The seller is responsible or obtaining the test. A vehicle dealer may offer customers a voucher enabling the buyer to obtain a test. The dealer is responsible for repairing or repurchasing the vehicle if it fails the emissions test, but the consumer must return the vehicle to the dealer within 3 days of the purchase.
    • Commuters: Vehicles registered outside the region but driven into the nine-county area for 90 or more days per year for work or school must have an emissions test.
    • New MSO (Manufacturer Statement of Origin) vehicles purchased from a dealer are exempt from emissions testing for seven years.

    Important Notice: Be sure your vehicle is due for an emissions test before going to an Air Care Colorado testing station. 

    State regulation requires testing stations to test all vehicles that are presented for testing. If you are not sure if your vehicle needs an emissions test, call the State Emissions Program at (303)205-5603.

    Collector Vehicle

    Vehicles model years 1975 and older

    Vehicles model years 1975-and-older can be registered as "collector's items" with no emissions inspection requirement or mileage restriction. However, if the vehicle is not specifically registered as a "collector's item," an emissions inspection is required every year.

    Vehicles model year 1976 to 1984

    Vehicles model year 1976 to 1984 that have been registered as a "collector's item" prior to Sept. 1, 2009, and the registration has never lapsed or expired, do not require an emissions inspection and there is no mileage restriction. If the vehicle has not previously been registered as a "collector's item," an emissions inspection is required every year.

    Vehicles 32 years old

    Vehicles at least 32 years old are eligible for "collector's item" registration. However, in order to register as a "collector's item," these vehicles will require an initial emissions inspection and then must be inspected every five years thereafter at the time of registration renewal. These vehicle have a mileage restriction limiting driving to no more than 4,500 miles per year. If the vehicle is being registered in a county that does not require an emissions inspection, only the mileage restriction applies.​

    Does my hybrid require an inspection?

    Yes, a law passed in, January 2015 that required Hybrid vehicles 8 years and older to pass an OBD emissions inspection. For example in,2021, gasoline/electric hybrid vehicles model year 2014,and older, will receive an OBD (On-Board Diagnostics) test.

    Vehicles 1981 and Older,

    1981 model-year vehicles and older are required to have an emissions test performed each year. Visit Air Care Colorado or one of the independent stations listed below:

    Seller and Dealer Requirements

    The seller is required to provide the buyer with a passing emissions test at the time of sale. An emissions test that has been used previously for,the purpose of vehicle, registration cannot be transferred to the buyer.

    Colorado dealers are required to provide a passing emissions test or a voucher good for one emissions test at the time of sale.

    How do I renew my vehicle's registration

    Obtain an emissions test if the statement "Emissions Test is Required" appears on the vehicle registration renewal notice

    Submit the Certificate of Emissions Control (the bottom third of your passing emission test) with your registration fee to your county motor vehicle office. Check with your county for any additional requirements.

    Air Care Colorado does not test diesel vehicles. Diesel vehicles have different requirements.

    Emissions Exemptions

    The following vehicles are exempt from emissions requirements:

    • Gas/Hybrid/Alt. Fuel vehicles are exempt for the first seven model years. (In 2021, this means vehicles that are 2015 or newer are exempt).
      • Exception: If vehicle ownership is being transferred in the last year of the seven-year exemption, an emissions test will be required. (In 2021, this means that a 2015 vehicle will require an emissions test if there is a transfer of ownership.)
    • Vehicles 1975 and older with collector plates
    • Vehicles 1976 or newer that have been grandfathered (i.e. registered as a “collector’s item” prior to September 1, 2009 and registration has never lapsed/expired/or had a change of ownership)
    • The following vehicle types are exempt: kit cars, all-electric vehicles, motorcycles, horseless carriages, and vehicles registered as street rods

    Emissions Requirements

    Unless a vehicle is exempt (see above), the following requirements apply:

    • Gas/Hybrid/Alt. Fuel vehicles require an emissions test. Starting in their 8th model year (2014 vehicles or older in 2021), vehicles must pass an emissions inspection in order to be registered in Boulder County.     • Alternative Fuel Vehicles require a test. The following single/dual alternative fuel types can be tested at Air Care Colorado:

    New Purchases – Sellers & Dealers Must Provide Emissions

    • A private seller is required to provide the buyer with a passing emissions test at the time of sale (if the vehicle requires emissions testing). An emissions test that has been used previously for the purpose of vehicle registration/renewal cannot be transferred to the buyer.
    • Colorado dealers are required to provide a passing emissions test or a voucher good for one emissions test at the time of sale (if the vehicle requires an emissions test). These vouchers are typically only good for the first three days after purchase, so the buyer has a short window of time in which to get the vehicle tested (and return it if it does not pass).
